PORT PIRIE JUNIOR SOCCER ASSOCIATION INC.
CONSTITUTION
- TITLE
The name of the body is the “Port Pirie Junior Soccer Association
Incorporated” hereinafter referred to as “Association”.
- DEFINITIONS
“South Australian Junior Soccer Association” hereinafter called “SAJSA”.
“South Australian Amateur Soccer League” hereinafter called “SAASL”.
“International de Football Association: hereinafter called “FIFA”.
“Port Pirie Junior Soccer Association Bylaws” herinafter called “Bylaws”.
“Port Pirie Junior Soccer Association Executive” hereinafter called “Executive”.
Nominated Representative of each affiliated club hereinafter called “Club Representative”.
The “Associations Incorporation Act 1985” hereinafter called “Act”.
- OBJECTS
- To promote, develop, administer and govern Junior Soccer in the Port Pirie and
surrounding districts.
- To affiliate to the SAJSA or Governing Body together with any other organisation
to which SAJSA may be affiliated.
- To cooperate with, work in conjunction with, assist, support and delegate powers to
any Club, School/Area which affiliates with the Association.
- To represent all affiliated clubs in all dealings with the SAJSA or Governing Body and
abide by the rules and regulations as set down from time to time by the FIFA.
- To adopt the laws of the game as set down by FIFA.
- To expose as many children as possible to the game of soccer.
- To ensure as many children as possible have the opportunity to participate in the game
of soccer regardless of race or gender.
- To ensure that all such participants in the game of soccer are provided with a properly
constructed and administered player development path regardless of ability.
- To ensure that talented players are identified and subsequently receive the appropriate
coaching and competition to enhance their relative talents.
- To encourage all people in sport to abide by the AUSSIE SPORT “CODE of BEHAVIOR” for the betterment of sport in Port Pirie.
- To provide facilities, equipment and strips to play soccer to all affiliated clubs, School/Areas.
- HEADQUARTERS
The Headquarters to the Association shall be the Port Pirie Junior Soccer Association
Inc.’s Clubrooms, Senate Sports Park, Senate Road, Port Pirie, Post Office Box 901.
- AFFILIATION
- A club, School/Area in Port Pirie and surrounding districts may become affiliated upon
agreeing to accept the Association’s Constitution and Bylaws.
- MEMBERSHIP
- An affiliated club, School/Area and all its registered members including coaches and officials
shall be deemed members of the Association.
- Each affiliated club, School/Area will nominate one person to represent each team at Association meetings.
- Senior Soccer Clubs in Port Pirie are invited to be members of the Association and send one
(1) person to represent the club at Association meetings.
- Individual membership of the Association is also open to any person with an interest in and
willing to work for the betterment of Junior Soccer in Port Pirie and surrounding districts.
- Any person may apply for Community Representative to the Secretary of the Association
seven (7) days before the AGM. Such a nomination will automatically be accepted, along
with any nominated person from the floor for the position.
- No representative from any Senior club can hold an Executive Position.
- No player or Official under suspension from any other Soccer Association or Sporting Club/
Association may hold any position within the Association, which includes that of a player,
coach, club representative or any other position where they would have an influence on
players or matches conducted under the constitution and Bylaws of the Association.
- ENFORCEMENT of RULES and BYLAWS
- Each and every affiliated club, School Area and member of the Association shall
acknowledge the Rules and Bylaws of the Association and where these may be deemed to
conflict with any rules or bylaws of the affiliated clubs, the Association rules and bylaws
shall take precedence.
- The association jurisdiction shall be acknowledged by all affiliated clubs, school/area in
Port Pirie and surrounding districts.
- The only acceptance to change is if these rules are in contradiction to any School/Education
Policy.
- THE COMMITTEE
- The affairs of the Association will be managed and controlled exclusively by a committee
elected at the AGM.
- The committee shall have the power to appoint such Officers and Employees as are required
to carry out the objects of the Association.
- An Executive Committee will be elected at the AGM to hold position as:-
(i) Chairperson
(ii) Vice Chairperson
(iii) Secretary
(iv) Treasurer
(v) Match Coordinator
(vi) Property Coordinator
- The Executive Committee can only have one (1) representative from any club, School/Area
or association at any given time.
- The Committee shall be the :-
(i) The Executive elected at the AGM.
(ii) A nominated affiliated representative from each Club, School/Area team.
(iii) A nominated representative from each Senior Club.
(iv) A minimum of two (2) and a maximum of four (4) elected community representatives at the AGM.
(v) A nominated Referee representative.
(vi) Canteen Coordinator
(vii) Grounds Person
- A person wishing to be elected to be a Community Representative is encouraged to declare
their interest in writing to the Secretary at least seven (7) days prior to the advertised AGM.
Such a nomination will automatically be accepted along with any person nominated from the
floor for the vacant positions.
- A person wishing to nominate for Canteen Coordinator can do so in writing or from the
floor at the AGM and will hold this position for twelve (12) months until the following AGM.
- A person wishing to nominate for Grounds Person can do so in writing or from the floor at
the AGM and will hold this position for twelve (12) months until the following AGM.
- Length of Term of Office of Committee Members:-
(i) All nominated representatives of clubs, school/area teams shall be nominated annually.
(ii) Executive Committee positions and the Community representatives shall serve a term
of two (2) years, with half of the positions retiring annually.
(iii) At the adoption of this constitution the Chairperson, Treasurer and the Match
Coordinator will be elected to serve for two (2) years. The Vice-Chairperson,
Secretary and Equipment Coordinator shall be elected for one (1) year. The AGM
meeting will decide which half of the community representatives will serve initially a
one (1) year period.
(iv) Positions are open for reelection by any Committee person when their position becomes vacant as per 8(i).
- Resignation of any Committee member will be made in writing and all property held on
behalf of the Association by this member will be returned to the Association.
- Casual vacancies of the Executive or Community Representatives shall be filled by a
person nominated from the Committee.
- Executive and other elected committee positions which become vacant shall be filled by a
person selected by the committee, to serve office until the next AGM.
- Each committee member who is a nominated representative of a club, School/Area team can
nominate a proxy delegate who may be available to attend committee meetings on behalf of
the club, school/area team.
- MEETINGS
- The Association committee shall meet no less than monthly for the dispatch of business
during soccer season and no less than two (2) monthly off season.
- The Executive shall meet when called together by any two (2) Executives to conduct urgent
business on behalf of the Association, Twenty Four (24) hours notice shall be given to all members of the Executive committee of such a meeting. The emergency decision made by
the Executive will be reported at the next committee meeting for endorsement/ratification.
- The Annual General Meeting, open to all persons shall be held during the month of October.
The committee shall set the date and venue of the AGM and publicly advertise two (2)
weeks prior to the meeting.
- Special committee meetings may be called by the Chairperson and Secretary with at least
seven (7) days notice to all committee persons.
- Special General meetings may be called by the committee with at least two (2) weeks
publicly advertised notice.
- Not less than two (2) Executives will attend not less than three (3) SAJSA meetings every
year. Expenses will be paid for by the Port Pirie Junior Soccer Association Inc. and receipts
will be given to the Treasurer as proof of expenditure.
- CONDUCT of MEETINGS
- Each meeting of the Association shall be chaired by the Chairperson or in his/her absence by
the Vice – Chairperson or in his/her absence by any committee person nominated at the
meeting.
- All decisions made at duly constituted meetings of the Association shall be by a majority of
votes, and in the event of equal votes, the Chairperson shall have the casting vote.
- Subject to these rules every member present in person or by proxy shall be entitled to a
one (1) vote.
- A quorum for a duly constituted meeting of the committee shall be seen (7) members. A quorum for a Executive meeting shall be a minimum of four (4) members.
- A member of the committee having a pecuniary interest in a contract with the Association
must disclose that interest to the committee as required by the Act, and shall not vote with
respect to that contract.
- Proper minutes of all proceedings of meetings of the Association and of meetings of the
Committee, shall be kept.
- The minutes kept pursuant to 10(f) shall be signed by the Chairperson at the next succeeding
meeting once they have been moved as true and correct.
- Where minutes are entered and signed, shall be evidence that the meeting was convened and
duly held and that all buysiness/proceedings held at the meeting was discussed/took place, and that all appointments/motions made at a meeting are valid.
- DISQUALIFICATION of COMMITTEE PERSONS
- The office of a committee member shall become vacant if a committee person is:-
(i) Disqualified by the Act.
(ii) Expelled under these rules.
(iii) Permanently incapacitated by ill health.
(iv) Does not attend three (3) meetings consecutively and the Committee believes a
just cause for dismissal.
(v) Resigns
- DUTIES OF EXECUTIVE COMMITTEE MEMBERS
- CHAIRPERSON
(i) Will preside at all meetings and will be responsible for conduct of same.
(ii) Can call special meetings in conjunction with the Secretary and shall be responsible
for the venue of the meeting.
(iii) Shall carry out any direction/decisions that are passed at meetings and shall be
impartial and act for the benefit of Junior Soccer.
- VICE-CHAIRPERSON
(i) Will preside at the meetings in the absence of the Chairperson and will carry out the
duties of the Chairperson as required.
- SECRETARY
(i) Shall be the Public Officer of the Association and shall be the keeper of the seal.
(ii) Shall advise all members of the AGM and Special General meetings by public
advertisement.
(iii) Shall keep all records/minutes of meetings and present copies at the next constitutional
meeting.
(iv) Shall conduct all business and correspondence on behalf of the Association.
(v) Will be responsible for all publicity and public relations on behalf of the Junior
Soccer Association.
(vi) Any out of pocket expenses associated with Junior Soccer will be reimbursed upon
satisfactory proof of expenditure and will be endorsed/ratified at the next Constitutional Meeting.
- TREASURER
(i) Will keep records of all financial business and present account books when requested
by the committee.
(ii) Will present/give a financial report to each meeting showing all income and expenditure
since the previous meeting.
(iii) Will issue receipts for all moneys received and will ensure that moneys received are
banked on the first normal business day after receipting.
(iv) Will pay all accounts approved by the committee and keep the proper records.
(v) Will present the account books to an accountant or nominated person for auditing at
the end of the Soccer Season, for presentation of a financial report at the AGM.
(vi) Will keep a record of the petty cash transactions.
(vii) Will, after consultation with the Match Coordinator, ensure all players are financial.
(viii) Any out of pocket expenses associated with Junior Soccer will be reimbursed upon
satisfactory proof of expenditure and will be endorsed/ratified at the next Constitutional Meeting.
- MATCH COORDINATOR
(i) Will prepare match draws and present same to a committee meeting for approval. Once
the fixture has been approved it can only be changed in exceptional circumstances and with the agreement of the match Coordinator and Coaches of both competing teams.
(ii) Will keep records of players ensuring that all players are financial.
(iii) Will ensure all Coaches are registered on the approved Association’s registration form
and that all registration forms are presented to a meeting in order for the Coaches to be approved or rejected.
(iv) Will ensure that all Coaches have the Association’s approved player registration form
and that coaches have all players duly registered by their first and financial by their
third match of the season.
(v) Will keep all records up to date and keep a register that can be presented to a meeting
when requested.
(vi) Will prepare and retain all score cards and ensure all teams receive a match card prior
to their match.
(vii) Will act for and on behalf of the Association in all disputes and give a fair and unbiased
decision for the betterment of Soccer and the children.
(viii) Will report to the Committee on any such dispute/s and its outcome at the next meeting
(ix) Will ensure that all matches start as closely as practicable to the scheduled time and
that referees are available for each match.
(x) Will retain all referee cautions and reports in a record book and present them at the
Tribunal Hearings.
(xi) Will maintain an up to date permit board in the Office of the clubrooms for any coach
to read.
(xii) Any out of pocket expenses associated with Junior Soccer will be reimbursed upon
satisfactory proof of expenditure and will be endorsed/ratified at the next constitutional
meeting.
- PROPERTY COORDINATOR
(i) Will be the controlling officer for all clothing, equipment owned by the Association.
(ii) Will keep records of all clothing and equipment and make a report to a committee
meeting not less than two (2) times a year.
(iii) Will ensure that first aid kits are kept stocked to set inventory.
(iv) Will be responsible for stock and issue of match balls to Match Coordinator.
- FINANCIAL MATTERS
- The financial year for the Association will be from the end of the Soccer Season to the end
of Soccer Season before each Annual General Meeting.
- The Association may borrow money from banks or other financial institution upon such
terms and conditions as the Committee see fit, and may secure the payment thereof by charging the property of the Association.
- The Committee shall have the responsibility to manage funds of the Association in a
responsible manner.
- The Treasurer shall keep on behalf of the Association such transactions, accounting records
as are necessary to correctly record and explain the financial and financial position of the
Association.
- A budget of expenditure for the following year will be set by the Executive at the end of the
Soccer Season.
- An Auditor will be appointed/nominated by the committee at a duly Constitutional Meeting.
- Signatories for the Association’s accounts shall be any two (2) of the Chairperson, Secretary
or Treasurer.
- CHANGES to CONSTITUTION and BYLAWS
- Subject to the approval by a resolution of the members of the Association at the AGM, these
rules may be altered (including an alteration to name), or be rescinded and replaced by
substituted rules. Such an alteration will be registered with Corporate Affairs Commission
as required by the Act.
- The registered rules shall bind the Association and every member to the same extent as they
had respectively signed and sealed them, and agreed to be bound by all provisions thereof.
- Any intended rule change/s shall be submitted in writing to the Secretary at least six (6)
weeks prior to the AGM.
- All proposed changes will be discussed at the committee meeting and if approved shall be circulated to all committee members at least one (1) week prior to the AGM.
- THE SEAL
- The Association shall have a common seal upon which its corporate name shall appear in
legible characters.
- The seal shall not be used without express authorisation of any two (2) Executive Committee Officers.
- The Seal will be held by the Secretary of the Association.
- WINDING UP
- The Association may be wound up in the manner provided for in the Act.
- APPLICATION of SURPLUS ASSETS
- If after winding up of the Association there remains ‘surplus assets’ as defined in the Act, such assets shall be divided and shared between all schools in Port Pirie and affiliated Junior Clubs, schools/areas.

BYLAWS
- DUTIES of COMMITTEE PERSONS
(a) CANTEEN COORDINATOR
(i) Will maintain stock in Canteen.
(ii) Will open at all times as Committee sees fit, but if unable to notify one (1) of the Executives.
(iii) Maintain canteen in a clean condition.
(iv) Report any damaged or broken equipment to an Executive.
(v) Will pass onto Treasurer all money as soon as possible after receiving but to be no later
than the next working day.
(vi) Attend as many meetings as possible.
(vii) Abide by all rules as set down by the Port Pirie Junior Soccer Association.
(b) GROUNDS PERSON
(i) Will be supplied lunch each week for line marking duties.
(ii) Ensure all marking equipment is kept up to stock and is in working condition.
(iii) Will coordinate with coaches/parents to ensure nets and post’s are returned back to
storage after last game.
(iv) Will liaise with Match Coordinator for any special games.
(v) Ensure all equipment is in a safe condition and report all faulty equipment.
(vi) Attend as many meetings as possible.
(vii) Abide by all rules as set down by the Port Pirie Junior Soccer Association.
(c) COMMUNITY REPRESENTATIVES
(i) Attend all meetings when possible.
(ii) Assist the Port Pirie Junior Soccer Association with ongoing commitments.
(iii) Abide by all rules as set down by the Port Pirie Junior Soccer Association.
(d) CLUB, SCHOOL/AREA REPRESENTATIVES
(i) Attend all meetings when possible.
(ii) Assist the Port Pirie Junior Soccer Association with ongoing commitments.
(iii) Abide by all rules as set down by the Port Pirie Junior Soccer Association.
(e) REFEREE COORDINATOR
(i) In liaison with match Coordinator, roster all Referees to referee games of all soccer
matches of the PPJSA.
(ii) Attend all meetings when possible.
(iii) Recruit Referees to assist the Match Coordinator.
(iv) Abide by all rules as set down by the Port Pirie Junior Soccer Association.
- EQUIPMENT/CLOTHING
(a) All clothing issued by the Association will be the responsibility and property of the
Association.
(b) All strips/guernsey colours, redesigns have to be approved by the Association before changing, redesigning any guernsey/strip.
(c) Coaches of the Teams shall be responsible for the return of all guernsey’s/strips.
(d) The Coach will endeavour to retrieve guernsey’s and report to the Property Coordinator
any strip/guernsey that is not returned.
(e) Any Club wishing new guernsey’s/strips will return old set and justify why a new set has to
be purchased.
(f) A Copy of the Association (Championships) Inventory Sheet will be given to Property
Coordinator after the Coach issues guernsey’s and shorts to the children.
- REGISTRATION OF PLAYERS
(a) All players will be registered on the approved form on or before their first match of play.
(b) Players must have paid registration fees as approved by Committee by their third match and
recorded on the approved Team Sheet.
(c) If a player has not paid his/her fees as per clause 3(b) an account will be sent to the parent of
that player to be paid within seven (7) days or the child does not play until fee’s are paid.
(d) A player must play for the Team with which he/she is registered.
(e) Generally, all players must play for the School/Area which they attend/live, unless special
circumstances exist.
(f) A player may play for another School/Area if he/she desires providing consultation with their
parents and respective coaches has taken place and all parties are in agreement.
(If satisfactory agreement cannot be reached, any or all parties can ask the Committee for a
resolution and their finding will be final.)
(g) All Team names must be Registered with the Association by the date set by the Committee.
(h) Any player playing above his/her age group with another Association within Port Pirie must have duel registration and also be financial with both Associations.
- AGE GROUPS
(a) The age groups of any team for any year will be decided by the Committee after consultation with all clubs in order to retain as many players as possible for the betterment of the children and Soccer in Port Pirie.
(b) The eligibility of a player to play in any age group will be determined by his/her age as at
1st January of the same year. (This rule can change as directed by FIFA, SAASL, SAJSA or Governing Body.)
(c) Only in special circumstances can rule 4(b) be changed and only with the approval of the
Association as per bylaw 8(e). (reasons for want of any change/s is/are to be in writing.)
(d) The Government’s Sports Policy determines ages of children to engage in competition sport, but the Association will conduct a regular Coaching Clinic if warranted.
- COACHES
(a) Will be registered on the appropriate form by the first match of the season.
(b) Will abide by the Association’s Constitution/By-laws and will conduct themselves as set
down in the Coaches Code of Behaviour.
(c) Will ensure that all players have paid their fees prior to their fourth (4) match and will not play any player that has not unless prior approval from PPJSA has been given.
(d) Will collect all registration fees and pay said fees to the Treasurer as per clause 3(b).
(e) Will not Coach their team from behind the either Goal Line.
(f) In the Under 9 division will be permitted on the field of play but will not impede play and will not enter either penalty area.
(g) Will, for the benefit of the sport, coach and play any child who wishes to participate as per Bylaw 4.
(h) Will not coerce/poach players from any other Team/Club. (Under 15/16) division coaches
may approach any child eligible to play in that division by first approaching the Coach of that player’s Team/Club).
(i) Will present themselves at meetings when directed by the Committee. (If unable to attend, they may nominate a proxy and will accept any decision/s of the Committee).
(j) Will be responsible for all equipment and other business designated by the Association.
- MATCH CONDITIONS
(a) Rules of play shall be as per FIFA Rules and those set down in these Bylaws.
(b) All Players will wear shin guards which will be checked by the referee prior to the match. Players not wearing or refuse to wear shin guards will not be permitted to take part in the match.
(c) All Players must be correctly and tidily attired in their appropriate strips.
(d) Goalkeepers will wear strips distinguishable from other players on the pitch.
(e) The names of all players will be recorded on the match card before the schedule kick off time and must be handed to the referee prior to match.
(f) A player of one Team/Club shall not play for another team/club without the player’s Team/Club permission.
(g) The time and venue of matches will be set by the Association and duration of play will be:-
Under 9 20 minute halves
Under 10 25 minute halves
Under 11 25 minute halves
Under 12 30 minute halves
Under 13 30 minute halves
Under 14 35 minute halves
Under 15 40 minute halves
Under 16 40 minute halves
(h) It will be the responsibility of those teams playing the first match on any pitch to put up the goal nets which have been placed out by the Grounds Person and the responsibility of the last teams to play on any pitch to remove same and return them to storage. (Penalties may be imposed on teams/clubs who fail to comply.)
- REFEREES
(a) Will be appointed to each game by the Coordinator.
(b) Will be fair in their judgment and give unbiased decisions to ensure that the game runs smoothly
(c) Will ensure that the game is played in a sportsman like manner for the betterment and promotion of soccer.
(d) Will deal with breaches of conduct or infringements of the laws/rules of the game as deemed appropriate.
(e) Will be attired in uniform as approved by the Association.
(f) Referee’s judgment of play will be final.
- PLAYING CONDITIONS
(a) All matches will kick off at the schedule time unless alternative arrangements are made with the Coordinator.
(b) Any team not taking the field within five (5) minutes of the scheduled kick off time will forfeit the game and appropriate points will be allocated.
(c) In order to play a team must have minimum of seven (7) players, one of which will be the goalkeeper.
(d) A player must generally play within his age group but due consideration will be given to talented or disadvantaged players.
(e) Players with reasonable needs after getting permission from a duly constitutional meeting may be allowed to play down under a permit system. (To obtain a permit, written explanation has to be put to the Association.)
(f) If granted the Association will allow such permits until such time he/she improves.
(g) This will be governed by person/persons allocated by the Association.
(h) Except as outlined in (I) and (j) below, once a player, registered or otherwise, has played three (3) matches in a higher age division that player must remain in that division and cannot play in a lower division for the rest of that season unless permission is given by a duly constitutional meeting for a certain period.
(i) A player who is selected to represent a club in the Under 15 or 16 competition must continue to play in a lower age group for which he/she is registered providing that parents give permission and the appropriate fees are paid to the Association.
(j) Despite playing in a higher age division, any player may be selected to play in a representative team (e.g. State or Country Championship team) in a lower age division providing he/she is of eligible age.
(k) A player who has been sent from field of play by the referee for an offence cannot be substituted by another player.
(l) The off side rule will be in line with FIFA Laws of the game with the exceptions to any division up to Under 9 division where a player may be off side only whilst in the penalty area.
(m) A team/club may substitute a player at anytime during a match, but only after having advised and received the permission of the referee.
(n) In the event a team is short on players the coach must be given permission from an executive to use player/s from another team. They can also have one reserve.
(o) In all grades the referee must be notified when a goal keeper is substitute. Failure to do so will result in the referee awarding a penalty kick against the substituted goal keeper as soon as he/she handles the ball in the penalty area.
- CANCELLATION OF MATCHES
(a) If a match/es are cancelled due to inclement weather the Association will authorise an announcement to be broadcast on Radio 5CS at approximately 10:00am on the day of the match/es.
(b) The Match/es may only be cancelled by the Coordinator and a member of the Executive after consultation with each other.
(c) A match that cannot be played at the scheduled time due to unforeseen circumstances shall be played as soon as possible after cancellation.
(d) If a postponed match cannot be played the Premiership Points will be shared equally between the two teams concerned.
- PREMIERSHIP ROUND
(a) In all Premiership matches two (2) points shall be allotted to the winning team.
(b) In a drawn match one (1) point shall be allotted to each competing team.
(c) If a match is forfeited the team not at fault will be allotted the two (2) points and a 2-0 victory will be recorded. The game will not be replayed.
- CUP ROUNDS
(a) Age groups up to under 9 division will continue to play the Premiership Round.
(b) In the other divisions the draw for the Cup Round will be conducted by the Coordinator who will advise the teams accordingly.
(c) The cup round will be played as set down under the By-laws controlling regular matches, but if drawn will be played as follows:-
(i) Under 9’s 5 minutes extra each way
(ii) Under 10’s 10 minutes extra each way
(iii) Under 11’s 10 minutes extra each way (iv) Under 12’s 10 minutes extra each way
(v) Under 13’s 10 minutes extra each way (vi) Under 14’s 10 minutes extra each way
(vii) Under 15’s 15 minutes extra each way (viii) Under 16’s 15 minutes extra each way
(d) The first team that scores during sudden death will be declared the winner of the match.
(e) No player can play in more than one (1) Cup Final match on the same day.
(f) A player that has not played in at least three (3) Premiership Round Matches in his/her age group will be ineligible to play in the Cup Round.
(g) All players will be registered on the Cup Round Team sheet before commencing the competition. The sheet will be checked by the Coordinator prior to the commencement of the round in order to ascertain each players eligibility.
- DISPUTES and PROTESTS
(a) All disputes/protests will be sent to the Secretary within 48 hours of the incident, who in consultation with the Chairperson, will call a special meeting if deemed necessary.
(b) The Team/Club will notify the referee of the dispute/protest immediately after the match.
(c) Any disputes or protests must be brought immediately to the Clubroom Office and discussed with an executive, not settled on the field.
(d) The Chairperson will arrange a Panel of two (2) Executives, One (1) Independent person and any witness relevant to the dispute/protest.
(e) Once a meeting is called the person who lodged the protest shall make him/herself available to attend the meeting. No proxy will be permitted.
(f) The independent person will have a knowledge of the Laws of the game.
(g) The decision of the panel will be binding on all persons and Clubs/Teams involved in the dispute/protest.
- DISCIPLINARY RULES
(a) Referees will use the red and yellow cards when they believe that an offence warrants it, in all grades.
(b) Any player from any age group ordered from the field of play by a referee shall incur a mandatory suspension of one (1) week suspension which shall mean that the player will not play a match at any level for a period of one (1) week, excluding byes.
(c) A player who is sent off, will be required to attend a Tribunal hearing. Exception as per 13(d) and 13(e) which applies to teams Under 10 and younger.
(d) The severity of the offence for all teams up to Under 9 teams can be determined by the Chairperson and the Coordinator and a decision if a Tribunal is warranted will be made by these people.
(e) If a tribunal is deemed not necessary the penalty will be decided by the Chairperson and coordinator and their decision will be final.
(f) Any player ordered from the field of play by a referee cannot participate further in that match and nor can that player be substituted.
(g) After being sent from the field of play the player/s must retire completely from the field of play (to the change room if any), so as to have no further contact with his team and/or officials.
(h) Player/s given a suspension will not play soccer at any level during the suspension period.
PENALTY: an increased suspension.
(i) Any coach or team official who persistently voices dissent, uses foul or abusive language towards or strikes, spits upon or threatens in any way any referee, linesman, player, official or spectator will be dealt with by the referee in the same manner as that for a player. Play will be suspended until the referee’s instructions have been complied with.
(j) If any spectator acts in a unseemly or violent manner, play may be suspended by the referee until the offending spectator has been removed from the ground. The Committee will have the right to impose restrictions on the presence of spectators at future matches.
(k) The referee will record all card offences on the match card and inform the Coordinator immediately after the game.
(l) The referee will provide the Coordinator with a written report of red card offences within 48 hours of the match.
(m) Any player who commits three (3) yellow card offences during the course of the season will be given a mandatory one (1) week suspension.
- TRIBUNAL
(a) The Tribunal for the hearing of red card offences shall consist of the Association coordinator and three (3) other persons selected by the Coordinator. The Tribunal will meet as soon as practicable, and in any case, except as outlined in (b) below, prior to the offending players next scheduled match.
(b) Where a players next match is scheduled for a time that makes it impossible to form a Tribunal to hear his/her case prior to that match (e.g. on the day immediately following that on which the offence was committed) the mandatory penalty prescribed in clause 13(b) will apply from the time of the offence. The imposition of such mandatory penalty will not preclude the player from the need to attend a Tribunal Hearing at a later date.
(c) The time and venue for the hearing will be set by the Coordinator who will notify all appropriate people.
(d) If after being advised of the date and time of the hearing, and in the absence of a request for a alternative date and time, a player fails to appear, his/her case will be heard and dealt with in absentia.
(e) A player who is to face a tribunal is entitled to bring either his Coach or a representative of a Club.
(f) The decision of the Tribunal will be communicated to the offending player/s and the Committee by the Coordinator.
(g) Any decision or penalty handed down by the Tribunal may be appealed against as to either its leniency or severity to the Port Pirie Junior Soccer Association. The Committee’s decision will be final.
(h) The Tribunal will not have the power to overturn the mandatory suspension imposed as per clause 13(b), except in the case of a retraction of the charge by the officiating referee.
- CHAMPIONSHIP COMPETITIONS
(a) A decision to send teams to any of these competitions will be made by the Committee.
(b) A decision on the number and amount of players per team will be made by the Committee but to be no more than 16.
(c) The travelling expenses for the players and spectators will be determined by the PPJSA Committee.
(d) Coaches will be selected by a Panel selected by the committee, after asking for nominations from any Registered Qualified Coach or any Registered Qualified Committee Person registered with the PPJSA.
(e) Coaches and Managers selected, in the first instance, wherever possible will be from the Qualified coaches and Managers that are involved in Junior Soccer affiliated with the PPJSA or any of its Qualified committee Members involved in the running of Junior Soccer in Port Pirie or surrounding districts.
(f) Selection of players will be the responsibility of the Coaches and a list of players will be presented to the PPJSA Committee for endorsement.
(g) Bus fares and accommodation for the Executive, Coaches and Managers will be paid for by the Association. (no money will be paid to any person deciding to go by his/her own transport.)
(h) Only exception to rule (g), is if bus is full and permission is granted by the Committee because of this.
(i) Managers for the Teams will be as per Coaches choice after approval from the Committee.
(j) When teams are sent to the Championships a minimum of two (2) Executives will accompany the team/s. If a requirement is needed for more Executives to accompany more teams, a decision will be made by the PPJSA Committee.
(k) The Executives will attend to all Junior Soccer matters which may arise.
(l) The Executives will be responsible for the players’ well being and ensure that the players have been billeted.
(m) After the Championship weekend games, the Coaches and Managers will present an outline of the weekend to the Secretary, so he can endeavour to achieve publicity.
(n) A player representing two (2) associations must have dual registration and be financial with
both associations.
- MISCELLANEOUS
(a) The committee will have the right to exclude any person from holding office in the Association providing due cause can be shown.
(b) No player or official under suspension from any other Soccer Association or Sporting Club/Association may hold a position within the PPJSA, which includes that of a player, coach, trainer, club representative or any other position where they would have an influence on players or matches conducted under the Constitution and By-laws of the PPJSA.
(c) The Committee will hold sausage sizzle/s for all financial players during the year where time permits.
